Your Team:

The Office of Housing Access and Stability ( “HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings


The Division of Program Policy and Innovation (DPPI) will provide support across the Office of Housing Access and Stability (HAS) to coordinate policy development and analysis, support implementation of new rules and regulations, monitor program integrity and compliance, manage the selection of contracts for project-based rental assistance and improve outcomes for program participants beyond affordable housing. The Project-Based Selection Team will be responsible for working with different areas of HPD to select and enter into project based voucher and NYC 15 assistance contracts.

Your Impact:

The Director of Project-Based Selection Management will be responsible for the selection of project-based assistance through a competitive Request For Proposal process multiple times a year. They will lead a team that coordinates with project managers across HPD to ensure projects successfully get to finance closing and ensure that we track construction progress and enter into initial contracts at construction/rehab completion. These activities create multiple long-term affordable units for the most vulnerable New Yorkers.


Your Role:

The Director of Project-Based Selection Management will work with project managers and the Executive Director for Program Policy and Innovation to lead the following functions in PPI.

  • PBV RFP Management: Will develop an allocation strategy to ensure that HPD stays within its allotted PBV capacity and runs a quarterly RFP to select Project Based Voucher awards. This includes keeping an updated Selection Committee to coordinate selection.

  • NYC15 Contract Entry: For NYC15 projects that are selected by Office of Development proactively engage in ensuring all steps are completed before the execution of an agreement to enter into a rental assistance contract. Additionally, the team will monitor construction completion and determine when projects will be ready to enter into rental assistance contracts and for subsidy to begin.

  • PBV Contract Entry: For PBV projects, monitor projects that are selected by Office of Development proactively engage in ensuring all steps are completed before the execution of an agreement to enter into a housing assistance payment contract. Additionally, the team will monitor construction completion and determine when projects will be ready to enter into Housing Assistance Payment contracts and for subsidy to begin.

  • PBV Post Selection Coordination: Ensure coordination of Environmental review, Subsidy Layering Review, consent to assignment, Davis Bacon compliance monitoring and rent reasonableness determination to ensure all requirements are met in time for project closings and necessary contracts to make them happen.


Responsibilities:

The Director of Project-Based Selection Management will be responsible for setting goals for functions within project-based selection management unit and ensuring they meet their goals. This will include:

1. Work with the Executive Director of PPI and the leadership in HAS and the rest of DTR to identify annual and longterm PBV needs and manage allocation of awards.

2. Engage in the process to obtain the technology and tools to properly monitor the achievement of milestones between RFP application and rental assistance.

3. Create procedures and guidance for existing and newly created positions and processes for standardizing approach for PBV and for NYC15 in collaboration with other project based, intake units, housing stability units within HAS and with other offices to better coordinate the start of Project Based Assistance.

4. Lead the team staying up to date in rule and policy changes that impact contract selection and execution of rental assistance contracts. .

5. Engage in the professional development of staff and ensure that the team receives ongoing feedback in areas of strengths and improvement.

6. Engage in leadership discussions to help inform the direction of HAS and be available for changing scopes and responsibilities at the direction of the Executive Director of PPI.


Necessary skills:

  • Strong leadership and managerial experience

  • Experience managing programs as well as seeking ways to improve programs and procedures

  • Exceptional project management, organizational, analytical, quantitative, and qualitative skills

  • Exceptional presentation and interpersonal communication skills.

  • Comfort with technology, including Microsoft Office suite (Word, Excel, Access, PowerPoint, Visio) and other analytical, process or flowchart, and other tools and data systems

  • Knowledge of Section 8 and other rental subsidies, and federal, state, and local housing laws and regulations

  • Collaborative and creative orientation for program design and change management

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
